This fine rattle, terminating in seal and animal head, ( fox?) would have had some rattles ( puffin beaks?)  hanging from cords on grooves near each end.  

It comes from the Paul and Mary Thiery collection, Seattle.   

   Display base included.  Height with base is 11.5".
